Examined more closely, the Kashag's letter represented something of a Pyrrhic victory. If Schafer followed the letter of the law, he would not be leading a `scientific expedition' to Lhasa, and their stay there would be limited to a mere two weeks. This meant that Beger would have very little time in which to complete any serious examination of the Tibetan aristocracy - and that was the most important task of the German Tibet Expedition. Schafer could not shoot anything and Wienert would be twiddling his thumbs. Gould and the Government of India were very anxious that Schafer should comply with these conditions. Richardson, who must have found the Kashag's letter especially galling, consoled himself by observing that `it is a pleasure trip only with the usual ban on shooting etcetera ... He may be advised to leave firearms and Scientific instruments in Sikkim ...' And the Viceroy's secretary, writing from Delhi, rammed home the message in another letter to Schafer that the Tibetans `would be likely to be resentful if they found that any such scientific work had been done without their express permission'. The British, especially Richardson, derived satisfaction from the fact that while Schafer had gambled by making a move behind their backs and won he would now be travelling to Lhasa with his hands tied and be back in Germany in a matter of weeks, soon after the New Year.
